SUBJECT: COMPREHENSIVE SEXUALITY EDUCATION (CSE) IN EDUCATION
Dear Chairperson,
[Introduce yourself and describe your interest in education, ie. that you are a concerned parent educating your children at home.]
[The Policy on Home Education requires that home learners must be assessed against the skills and content NCS by competent assessors. This means that home learners will be assessed on CSE, when it is rolled out. Ask how will home learners be able to opt out of CSE if this is the case? Ask whether applications for registration for home education be approved if parents indicate that that opt out of CSE?]
[If you are a home educator, include the following paragraph: “The BELA Bill will, if passed as law, require ALL homeschooling families to use a curriculum that covers the same content and skills as the national curriculum. If CSE is not amended or scrapped, it will remain part of the national curriculum, forcing all homeschooling families to cover its content in their studies.”]
[Express your concern that you as a homeschooling parents were not consulted on the introduction of CSE.]
[Request one or more of the following actions:
- Enough provision is made for home learners to opt out of CSE.
- Provide the required competencies in the curriculum assessment and assessment policy statement in CAPS related to CSE that alternative curriculums must comply with, as well as directives on how alternative curriculums will be evaluated.
- The public is given at least 3 months to provide comment.
- The results of the CSE pilot phase is made available to the public.
- Public hearings are held in all provinces.]
[Express the hope that the DBE will act in the best interests of all children in South Africa by consulting widely with all stakeholders and base it’s decisions on independent research that is objective and acknowledges the diversity of research on the matter. Warn the DBE that forcing a curriculum that conflicts with moral, religious and educational convictions of parents and communities will negatively affect the social cohesion of South African society.]
